Not called from the console composer writes what is not an internal or external command.. What to do?

In the environment variables all spelled out, PHP (php -h) is invoked, but the composer wants, the composer.bat created(several times it was reinvented), if you write composer -v, that is, if you write the composer.phar -v, my Windows 7 tries to open the file (it POPs up a window which says that there is nothing to open this file....search the Internet or select manual...... ). All of the old installation were taken from articles and VIDOS. Tell me what can be the problem ??

so, PHP should properly be called the command "php" or "php -v". If so - it's small, You just need to find where the file "composer.phar" and call it via PHP like this: php composer.phar and then write the desired command, for example: php composer.phar create-project ...
